This statement that has been posted is no longer fully accurate for Guelph, Ontario.
While the statement describes traditional municipal government, the Government of Ontario granted “strong mayor” powers to the City of Guelph.
What Has Changed:
– Independent Decision-Making: The Mayor can now make certain decisions independently or override aspects of the traditional collective process to advance provincial priorities (such as housing).
– Budget Powers: The Mayor is legally required to prepare and propose the municipal budget independently, rather than relying on staff or a joint council vote to draft it first. The Mayor can also veto certain Council budget amendments.
– Veto Authority: The Mayor can veto municipal bylaws if they believe the bylaws interfere with a provincial priority.
What Remains the Same
– Council Voting: On regular council votes where strong mayor powers are not invoked, the Mayor still only has one vote.
– Staff Role: Municipal staff still implement overall decisions, though the Mayor has specific powers to direct staff related to their new mayoral duties.
